Zanzibar Government Expands Budget Monitoring to Boost Agriculture and Blue Economy
Zanzibar is revolutionizing its fiscal approach by expanding budget monitoring to include critical sectors like agriculture and the blue economy, aiming to enhance resource allocation and service delivery.
During the second High-Level Budget Monitoring Symposium, government officials revealed a comprehensive strategy focusing on improving financial and physical targets for the 2022/2023 fiscal year. The initiative, centered on “Investing in Gender and Equity Budgeting,” marks a significant step towards transformative social outcomes.
The review concentrated on four key ministries: Health, Water and Energy, Community Development, Gender, Elderly and Children, and Education, with plans to extend monitoring to additional sectors in the 2024/2025 fiscal year.
Budget leaders highlighted substantial improvements in gender and equity planning, demonstrating increased capacity for budget monitoring and more strategic resource prioritization. The approach aims to align budgets directly with Zanzibar’s development plan and national priorities.
A groundbreaking development is the introduction of gender and equity-sensitive budgeting, which identifies specific activities and funding allocations to promote inclusivity. Ministries have adopted SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators to ensure precise spending and measurable outcomes.
