President Samia Suluhu Hassan Explains Cabinet Reshuffle Amid Changing Global Politics

Dar es Salaam – President Samia Suluhu Hassan has provided insight into her decision to transfer Professor Palamagamba Kabudi from his position as Minister of Information, Culture, Arts and Sports to the role of Minister of State in the President’s Office – Special Duties.

The President stated that the transfer addresses evolving government operational requirements in response to shifting international politics and the management of sensitive national matters.

On January 8, 2026, President Samia implemented minor Cabinet adjustments, appointing Professor Kabudi to his new role while former Deputy Minister Paul Makonda assumed leadership of the Ministry of Information, Culture, Arts and Sports.

The newly appointed officials are scheduled to be sworn in at State House in Dodoma on Monday, January 13. The changes are designed to enhance government efficiency and ensure leadership aligns with the pace of political, social, and economic developments both domestically and internationally.

During a ceremony honoring Tanzanian athletes at State House in Dar es Salaam on Saturday, January 10, 2026, President Hassan explained that the event served as an official farewell to Professor Kabudi from the Ministry of Sports and a welcome to his new State House responsibilities.

"This event marks Professor Kabudi’s transition from the Ministry of Sports to join me at State House. This is not merely a reshuffle; it addresses global political realities. Some countries and institutions view our nation positively, while others maintain critical scrutiny," President Hassan said.

She emphasized that current circumstances require State House to have advisors possessing high-level insight, comprehensive knowledge, extensive national and international experience, and strong communication skills.

"At State House, I need sharp minds, broad knowledge, experience, and someone skilled in explaining matters clearly. I reviewed the government and determined Professor Kabudi is the right fit," she stated.

Strategic Advisory Appointments

President Hassan also highlighted recent appointments of senior advisors, including former Vice President Dr. Philip Mpango, who now serves as her advisor on economic and development matters.

Dr. Mpango brings recognized expertise in economics, finance, and development planning, having previously served as Finance Minister and Vice President, accumulating extensive experience in government operations and international economic relations.

Former Prime Minister Kassim Majaliwa has been appointed as advisor on social matters. With 10 years of leadership experience, Majaliwa contributes vast knowledge in public administration, social issues, and policy implementation across all governmental levels.

"These two key areas require calm, steady individuals capable of managing them wisely," President Samia said, stressing the importance of advisors with the wisdom to handle high-level discussions with patience and prudence.

She noted that while advisors sometimes respond quickly, which can be challenging, Professor Kabudi possesses the capability to handle matters calmly and professionally.

"These are the reasons I brought Professor Kabudi to State House to assist me," she explained.

Strategic Personnel Placement

President Hassan clarified that the transfer does not indicate any lack of confidence in the ministry Professor Kabudi previously led. Instead, it represents a strategic effort to position personnel where their skills are most effectively utilized.

She noted that the Ministry of Information, Culture, Arts and Sports is now led by officials suited to the sector’s needs and energy, particularly regarding youth engagement.

"The ministry serves youth, and Makonda and Mwana FA (Hamis Mwinjuma, Deputy Minister) are capable of managing it. They understand and connect with young people," she said.

President Hassan emphasized that these changes aim to strengthen government performance, enhance operational efficiency, and ensure every leader works according to their abilities, experience, and current national requirements.

She urged Tanzanians to maintain peace and unity, noting the country’s recent international recognition in tourism and affirming that efforts to undermine Tanzania’s reputation will not succeed, as the nation continues to serve as a beacon of peace in the region.
