Zanzibar Revolutionizes Tourism Licensing with Cost-Cutting Reforms
Zanzibar is set to transform its tourism vehicle licensing system, promising significant cost reductions for local operators. Starting November 1, 2025, the new licensing model will dramatically cut operational expenses, offering operators flexible annual, quarterly, and monthly licensing options.
Currently, tourism vehicle operators pay daily licensing fees of Sh5,000, amounting to approximately Sh1.8 million annually. The new system will introduce more affordable alternatives: Sh10,000 for one month, Sh300,000 for three months, or Sh500,000 for a full year—potentially saving businesses up to Sh1.3 million annually.
The government aims to support local investors and combat fraudulent activities within the tourism sector. A special digital monitoring system will be implemented to ensure compliance and transparency under the new licensing regime.
Tourism industry leaders have warmly welcomed these reforms. Industry representatives highlight that the new fees represent a significant reduction of over 70 percent, creating unprecedented opportunities for local businesses.
