Zanzibar Revolutionizes Tourism Licensing with Cost-Cutting Reforms
Zanzibar is set to transform its tourism vehicle licensing system, promising significant cost reductions for local operators. Starting November 1, 2025, the new licensing model will dramatically cut operational expenses, offering operators flexible annual, quarterly, and monthly licensing options.
Currently, tourism vehicle operators pay daily licensing fees of Sh5,000, amounting to approximately Sh1.8 million annually. The new system will introduce more affordable alternatives: Sh10,000 for one month, Sh300,000 for three months, or Sh500,000 for a full year—potentially saving businesses up to Sh1.3 million annually.
The government aims to support local investors and combat fraudulent activities within the tourism sector. A special digital monitoring system will be implemented to ensure compliance and transparency under the new licensing regime.
Tourism industry leaders have warmly welcomed these reforms. Industry representatives highlight that the new fees represent a significant reduction of over 70 percent, creating unprecedented opportunities for local businesses.
In a parallel development, Zanzibar has secured prestigious international recognition by winning two major awards at the 2025 global travel event. The destination was crowned “Africa’s Leading Beach Destination” and “Africa’s Leading Festival and Event Destination,” outperforming renowned tourist locations across the continent.
Government officials describe these achievements as more than just honorary titles, viewing them as strategic tools to enhance Zanzibar’s global reputation and attract international visitors. The recognition underscores the destination’s growing prominence in sustainable and cultural tourism.
Plans are also underway to potentially host the global travel awards ceremony in 2026, which could bring substantial economic and international exposure to the region. This potential hosting represents a significant opportunity to showcase Zanzibar’s tourism potential on the world stage.
The comprehensive reforms and international accolades signal a promising future for Zanzibar’s tourism sector, emphasizing collaborative efforts between government and private stakeholders to drive sustainable growth and innovation.
